Forum “Bukovel: Security-2009”

Dear colleagues!

 

On the 11-14 March, 2009 the II International Forum of the participants of the technical safety equipment and security services market “Bukovel: Security-2009” will be held in the “Bukovel’” tourist complex in Ukraine. The organizers of the Forum are the Ukrainian Sеcurity Industry Federation (USIF) and the Ukrainian Federation of the Non-governmental Security Services (UFNGSS) supported by the magazine SECURITY.UA (for reference go to www.ufib.com.ua ). Nearly 180 people are invited to participate in the Forum. Among them:

• The representatives of home and foreign businesses, institutions and organizations involved in development, manufacturing, design, assembly, installation and maintenance of the technical safety equipment and rendering security services

• The representatives of the leading Ukrainian building and insurance companies

• The representatives of the state structures involved into the processes of preparation and conducting the final of the European football championship EURO-2012 (operating committees of the Verkhovna Rada of Ukraine, Ukrainian President Secretariat, National Agency for the preparation and conducting of the EURO-2012, Ministry of Home Affairs, Ministry of Emergency Situations, Ministry of Foreign Affairs, Ukrainian Security Service, State Border Committee, State Customs Service, Mayor’s offices of Kyiv, Kharkiv, Donets’k, L’viv, Odessa, Dnipropetrovs’k)

• The representatives of the core and allied non-governmental organizations – Ukrainian Manufacturers and Entrepreneurs Union, Ukrainian Fire Safety Products and Service Producers Union, International Anti-terrorist Unity, Ukrainian Bank Association, Ukrainian Building Association, Ukrainian Insurance Organizations League, Ukrainian Safety Industry Federation, Ukrainian Lockmasters Federation

 

The program of the Forum contains theme speeches delivered by both Ukrainian and foreign specialists in the field of security technologies and the allied markets on the projects like the Safe City kind, discussion of the urgent issues of the security market functioning in the mid-term and long-term outlook, round-table conferences and the informal communication of the participants of the Forum.

 

The Forum participation costs for the representatives of the foreign companies is 710 € for one person.

 

Participation costs cover the reception in the city of Ivano-Frankivs’k, accommodation (rooms for two, DBL-semi-suite kind, for reference see the table below) with full board (three meals a day, banquets and stand-up meals) and full information packets for the participants of the Forum.

 

If desired, a foreign company may receive a status of the “General Partner” or the “Partner” of the Forum.

Professional discussion on “REDISS” (Real Estate Development Insured Standardized and Secured) project implementation, which is aimed at creation of a new business-model of cooperation and regulation of security, construction and insurance markets.

- Usage of complex approach in shaping proposals to development companies and investors in accordance with market trends.

- Enhancement of offer appeal on the real estate market by using related markets’ products

ONE-STOP EUROPEAN TESTING MOVING FROM CONCEPT TO REALITY

 The availability of a pan-European one-stop testing and certification scheme for the fire and security industries has taken a significant step forward, for it has been announced that CENTRALARM has been successfully registered as a business.

 

During the summit which took place in the course of Security Essen-2008 trade fair, in which UFIS delegation took part, was officially announced that CENTRALARM had been registered in Brussels as a non-profit organization to operate a pan-European certification scheme overseen by an open and independent all-stakeholder body.

 

It will offer a unique European quality mark based on 3rd party one-stop test and certification, preferably to EN54 fire standards and EN5013X security standards. This has long been a goal of manufacturers of fire protection and security systems who have been faced with bureaucratic, costly and time consuming procedures, often involving multiple testing for products and services to be accepted in EU member states

 

Following its registration as a business, CERTALARM is currently recruiting the professional team who will run it, with the business expected to commence operations in October, 2008. CERTALARM has already applied for membership into the European co-operation for Accreditation as a sector scheme, the decision on which will be made in September, 2008.The timing of CERTALARM is particularly apt given that this vision of one-stop certification is very much at the heart of the new Construction Product Regulations, and with cross-border service trading being the aim of the Services Directive, the inclusion of a Services Certification Scheme is a significant element. CERTALARM will be at the core of supporting such new legislative initiatives by providing a simple and practical process to ensure that products and services are certificated correctly to comply with legislation across Europe.

 

Recognising that many products have already gone through various testing andcertification processes, manufacturers who have existing products certified by other bodies in Europe will e able to adopt a simple verification process that will allow the CERTALARM mark to be applied to such products. This will enable the rapid introduction of the mark, with the goal of it quickly being adopted and recognised as the mark of quality for fire and security throughout Europe. The CE mark was never intended to operate as a quality mark and with no other European certification body or its mark being recognised in a pan-¬European context, CERTALARM intends to fulfil this vitally important role. Clear, consistent and meaningful quality marking is central to the future success of products manufactured within Europe for the European market and beyond. American manufacturing marks are currently more widely recognised by customers outside of Europe, a situation which CERTALARM will challenge with a mark that will reinforce the reputation of European manufactured products as being at the forefront of technological development in fire and security.

About “REDISS” project development

September 19 10-00 USIF office: Peremohy avenue 123 office 407. The second meeting of the “REDISS” project Coordinating Council took place.

 

The representatives of Ukrainian Fire Safety Products and Services Producers Union, Ukrainian Building Association, Ukrainian Insurance Organizations League, Ukrainian Safety Industry Federation, Association of Realtors, Ukrainian Non-government Security Services Federation, American Chamber of Commerce in Ukraine participated in the meeting.

 

A range of important issues was considered. First and foremost a new draft of the project “Unified requirements classifier for real estate units securing” was introduced. The draft takes into account complex security requirements real estate units classifiers as well as information support of the project. At the end of the meeting “The Report of the “REDISS” project Coordinating Council concerning the state of affairs with classification of real estate units in Ukraine” was signed

 

USIF signs agreements with League of Insurance Organizations of Ukraine

(LIOU) and Ukrainian Fire Safety Products and Services Producers Union (UFSSPU)

 

    August1 2008 USIF signed bilateral agreements with LIOU and UFSSPU While signing the first agreement UFIS President Anatoliy Dolynniy and UFSSPU President Borys Platkevytch pointed out that both organizations work in the sphere of security and agreed to coordinate efforts to create and develop a civilized security products and services market.

 

     Having signed the second agreement, LIOU President Olexander Filonyuk pointed out that an urge for the League to sign the agreement was understanding that without coordination of efforts the development of insurance and security business will be less effective. The signing of the abovementioned agreements will definitely be conducive for USIF in terms of close cooperation with other public organizations and protection of their members interests.

2nd USIF GA results

The second USIF Congress was held June19 2008. 45 delegates representing USIF members from 13 regions of Ukraine and 45 other participants and guests took part in the Assembly. UFSSPU President Borys Platkevytch and the executive director of Ukrainian Building Association Grabar S.V. greeted the participants. We also got greetings from our foreign partners: the President of “Proalarm” (Poland) Bohdan Tatarovsky, the General Secretary of European Association “Euralarm” Dirk Gesenhues, the General Director of “Most Bezopasnosti” Plc (Russia) Yuri Gendsberg.

 

The following USIF projects were discussed at the Congress:

- USIF standards committee project: “Elaboration of a new business-model of cooperation between enterprises in security, insurance and constriction market sectors.

- Joint USIF – KPU (Kyiv Polytechnic University)project “Specialist training (BSc level) and staff development for the security market”.

 

Both projects arouse true interest of all the participants.

 

Within the framework of the Congress the delegates the report of UFIS Heads of Committees were heard, amendments to the UFIS Charter made, new USIF Council Panel elected.

 

Head of USIF international contacts committee Mr. Baran O. V. pointed out how important it was for UFIS to become a member of EURALARM Association and drew participants’ attention to the fact that information about USIF had been placed on EURALARM site:

Head of USIF PR committee Mr. Krasnopyorov O.A. paid special attention to USIF participation in “Security 2009” trade fair and also to making arrangements for the 2nd international Forum “Bukovel: Security2009” which is due to be held 11-14 March 2009.

 

Over the past year USIF has managed to elaborate all regulating documents. develop USIF official site also set up regional rep offices.

 

Also the participants were briefed on new Derzcombezpeky (The State Committee on Security of Ukraine) requirements for surveillance firefighting systems and the progress in implementation of Rescue Service 112 in Ukraine. The main amendments to the USIF Charter are as follows:

- introduction of three statuses for USIF members: full-fledged member, associated member and honorary member;

- the increase of the number of USIF Council members from 10 to 12:

- USIF President tenure reduction Mr Anatoliy Dolinniy was elected the USIF President the second time

USIF becomes EURALARM member!

       Good news! USIF became a full-fledged EURALARM member June 2

       Now we are a member of the European 16-country pool, which can be joined by Poland, Portugal, and Denmark at the next year’s annual congress.

       11 multinationals with their headquarters in EU are also EURALARM members

       EURALARM, as well as Eurofeu, Eurosafe, CEA(European Insurance Committee), EFSG, is a member of EFSAC (European Fire and Security Advisory Council)

The Ukrainian Security Industry Federation (USIF)

The Ukrainian Security Industry Federation (USIF) is a nonprofit organization representing manufacturers, distributors, integrators, installers as well as service providers of electronic and physical security products.

Supporting development of new technical guidelines and standards, providing training courses, representing and defending interests of its members USIF promotes professional approach to research and manufacturing of products within the security industry market in the Ukraine.

USIF together with the Ukrainian Federation of Private Security Guards (UFPSG) are the sponsors of the Ukrainian Security Forum in Bukovel “Bukovel: Security” which shall become a yearly meeting of leading Ukrainian security industry operators with colleges from neighbors countries including Czech Republic, Hungary, Moldova, Poland, Romania, Russia, Slovak Republic and other. The 2-day-in-the-Middle-of-March Forum placed in the best Ukrainian ski resort Bukovel helps security market operators to develop and discuss with foreign colleges any new ideas and initiatives how to implement highest quality of products and services in the most growing security market of the Europe.

 

USIF’s members are looking for partners to establish co-operation in:
            - development and manufacturing of co-branded products to be distributed in- and outside of the Ukraine;
            - large projects specifying and implementation in- and outside of the Ukraine;

1st Ukrainian Forum "Bukovel: Security-2008

In order to develop the Ukrainian market of technical security equipment and promote improved state policies concerning technical security equipment the Ukrainian Security Industry Federation, the Ukrainian Federation of Private Security Service Workers, with support of "BtaB" Magazine is holding the 1st Ukrainian Forum "Bukovel: Security-2008" at the city of Bukovel, Ivano-Frankivsk Region on March 12-15, 2008.

The program of the Forum envisages the discussion of such basic questions as:
      Development of new standards for technical security equipment and new approaches concerning standardization and certification of TSE (technical security equipment) within the framework of fulfilling the State Program of Preparation for Euro 2012.
      Specific features in the creation of complex security systems and protection of transportation infrastructure objects, hotel services, sports and entertainment complexes during Euro 2012.
      Improved customs standards and tariffs for imported TSE. Development of programs to support Ukrainian producers and exporters of TSE.
      Improved training and qualifications of specialists in the security industry market in Ukrainian institutions of secondary and higher education. Development and introduction of new standards of higher education for the "Technical Security Equipment" specialization. Amendments to the State Classification of Professions. Introduction of new mechanisms to promote employment of qualified personnel in companies of the Ukrainian security industry.
